There are big changkols and small changkols, easily concealed in a backpack. not encouraging anyone to dig anything, but just saying only.

BG normally don't allow because some are rare plants and they do propagation. You cannot even pick flowers over there, partly because they want the public to see how's the fruiting, seeding, flowering of the plants.
If they allow one to do tat than everyone will be doing it. Other ppl can't see the seeds, flower or fruit.
